Overview

To supply the essential back office services that support the delivery of the Council’s services, a Data Centre was established at NCC’s County Hall location in Northampton. The Council’s front office services, presented via the web, are located at another location. The headquarters Data Centre facilities have been recently strengthened with a new uninterruptable power supply (UPS), and the air conditioning has been completely replaced. However, the full effect of this work, and how all the mechanical, electrical, communication and support operational services work together, had not been assessed as a complete Data Centre facility. The Council also required an independent analysis of any shortfalls that could affect services to the Council staff and its customers, together with an indication of the overall energy efficiency of the Data Centre.

Highlight

  • Review of all procurement document including the adaption of standard PfS (Partnerships for Schools)
  • Analysis of technology and service management gaps
  • Creation of performance specifications to supplement Output Specifications
  • Stakeholder liaison through headteacher workshops
  • Audit trail associated with the Council’s Prince2 project method
  • Identification of strategic options with recommendations.

“PTS used its Lead Consultant delivery model to support the Council’s evaluation of competing ICT providers, with PTS’ intellectual capital, including expertise around ICT active and passive infrastructure, the supplier landscape and ICT service management, orchestrated through an on-site lead consultant.”

Summary

Due to our independent ICT advice and technical capacity across a number of fronts, the Council was able to reach an auditable and transparent evaluation process.

PTS provided the Council with timely, focused ICT advice that brought external scrutiny to a potentially complex technical and service management evaluation. As a result, the Council continue to be in the vanguard of Councils pioneering the Building Schools for the Future programme.
